Two motions advanced to discover leaks linked to Olympic loan guarantee

Two notices of motion related to confidential leaks regarding the Olympic Village loan guarantee will go before Vancouver city council on Tuesday (November 25).

COPE councillor David Cadman’s motion seeks council’s approval to ask  city manager Judy Rogers to prepare a report about the release of card-swipe-code information.

In the week before the November 15 election, somebody released information to Global TV about who entered the councillors’ office after 5 p.m. on October 16.

That was the day NPA councillor B.C. Lee discovered an original document on his desk from an October 14 in-camera meeting. The document contained information about the city council’s $100-million loan guarantee to the developer of the Olympic Village.

Lee claimed he found the document on his desk after 7 p.m. on October 16. However, his assistant Cecelia Smith swore an affidavit claiming that Lee told her that he found the missing document on his desk between 2 p.m. and 3:16 p.m. that day.

Only two councillors were in the area after 5 p.m.—Vision Vancouver’s Raymond Louie and Kim Capri of the NPA.

Anyone who entered the councillors' office area had to swipe a security card to gain admittance.

Louie held a news conference to deny that he leaked information from an in-camera meeting. Capri has previously called for penalties for those who violate in-camera confidentiality.

“I want to know point blank who accessed the swipe records in order for Global to get a story, which clearly looked to be pinning the documents going missing on the basis of the swipe records on Coun. [Raymond] Louie,” Cadman said. “I want to know who accessed them. Was there a report done? And who was the report made available to?"

He explained that in the midst of an election, "that kind of story coming out on privileged information" was very detrimental. "I just want to know what’s the trail of truth there,” Cadman said.

Meanwhile, NPA councillor Peter Ladner has prepared the other notice of motion going to council dealing with confidentiality.

His motion calls upon council to hire a barrister to investigate the source of the leak of the information about the in-camera meeting.

Ladner also wants the barrister to “work in collaboration with the Vancouver Police internal theft investigation, if appropriate”.

On a separate matter, Cadman also said that he has written a letter to city manager Judy Rogers stating that he’s assuming there has been no discussion of a severance package for Estelle Lo, who recently resigned as the city’s chief financial officer.

“When people resign, they don’t get a severance package,” Cadman said.

Cadman, on the other hand, might have been a good Mayor. He makes two really good points. I hope the public will find out:
1. Which City staffer gave Global TV the entry swipe info.
2. Whether or not Estelle Lo received any financial settlement, and whether she was pushed to resign.
