Egyptian president Hosni Mubarak has said he will delegate power to vice president Omar Suleiman.

But Mubarak did not say he will resign in an address broadcast today (February 10) on state television.

“I feel pain in my heart for what I hear from some of my countrymen,” he said, according to a translation.

He said he has proposed amendments to six articles of the constitution, and reiterated his promise to not seek reelection.

Mubarak also appealed to the families of those who have died and been injured since the uprising started, saying he has felt "a deep pain".

He said those responsible for violence will be punished, adding the victims' "blood will not go down the drain".

The statement comes after weeks of anti-government demonstrations throughout the country and calls for Mubarak to step down.

A massive crowd was gathered in Tahrir Square in Cairo, Egypt’s capital, when the speech was broadcast after 10:30 p.m. local time.
