B.C. Hydro's smart meters rile the skeptics

B.C. Hydro says its smart meters are safe, but some are concerned about possible health risks.

Vancouver pharmacist Harlan Lahti was very upset. While he was working at his shop on October 17, a B.C. Hydro crew arrived. The workers were going to install the controversial new smart meters in his business’s building.

Convinced about the health risks posed by the radiation given off by these devices, Lahti tried to stop them. But he was bluntly told that he either got a new meter or his power would be cut off.

“They’re not even giving people a choice,” Lahti fumed on the phone. Earlier that day, he happened to be on the line with the Georgia Straight, feeling quite relieved that he still had his old meter at home. He was actually planning to write B.C. Hydro to say that he didn’t want a new one installed in his home.

B.C. Hydro is in the midst of installing 1.8 million new meters in homes and businesses across the province. These are designed to monitor energy use in real time, and to electronically transmit recorded data several times a day to the utility company.

Lahti is one of many who are not comforted by assurances from the Crown corporation, and authorities like provincial health officer Dr. Perry Kendall, that the technology is safe.

“It’s a very pulsing frequency that goes from very low to very high…very strong bursts,” Lahti said of smart-meter emissions. “This is extremely disruptive to the human energetic system. Some people are very sensitive to it.”

With these gadgets going everywhere, Lahti said that they’ll create what he describes as “electrosmog”.

Opponents of smart meters have found support from experts like Magda Havas, an associate professor at Ontario’s Trent University. Havas’s research deals with the health effects of low-frequency electromagnetic energy associated with smart meters and devices like mobile phones and wireless Internet routers.

“In areas in North America where smart meters have been installed, people are reporting ill health,” Havas told the Straight in a phone interview. “Some percentage of the population is extremely sensitive to this radiation. Most of us won’t feel anything, but a certain percentage of the people will.”

According to the environmental-science expert, these meters emit not only radio-frequency radiation but also what she calls “dirty electricity”. Together, she said, these two can cause a lot of health troubles.

“They vary from person to person but they include difficulty sleeping, chronic fatigue, chronic pain, confusion, dizziness for some, nausea for others,” Havas said. “Some people can actually hear a ringing in their ears. And some people become anxious or depressed. It causes mood disorders. For others, it causes heart palpitations.”

As of October 17, according to Cindy Verschoor, spokesperson for B.C. Hydro’s smart-meter program, about 170,000 smart meters have been installed.

“On matters like this, B.C. Hydro relies on the health authorities,” Verschoor told the Straight by phone about health concerns. “So we have been in contact with the provincial health authorities, and they have advised that smart meters are safe.”

Verschoor added that B.C. Hydro safety standards for radio frequencies surpass those in Europe. Online information provided by the Crown corporation cite as an example the “precautionary limit” of 4.5 microwatts per square centimetre in sensitive areas like schools and hospitals in Switzerland. B.C. Hydro smart meters emit less than two microwatts per square centimeter at the same distance of eight inches.

“It is the new global standard for delivering electricity, and currently in North America, there are about 113 jurisdictions that are implementing smart meters, and a vast majority of those are using radio-frequency type systems,” Verschoor said.

Opponents of smart meters often cite the work of Martin Blank, associate professor of physiology and cellular biophysics at Columbia University in New York City.

Blank was part of a committee that organized a voluminous collection of scientific studies released on August 31, 2007. Titled BioInitiative Report: A Rationale for a Biologically Based Public-Exposure Standard for Electromagnetic Fields, the document deals with electromagnetic radiation or electromagnetic fields created by wired and wireless technologies.

“Based on new studies, there is growing evidence among scientists and the public about possible health risks associated with these technologies,” the report stated.

It notes that public-safety standards “in nearly every country of the world look to be thousands of times too lenient”. Its recommendation: “Changes are needed.”

Victoria resident Sharon Noble is a director of the Coalition to Stop Smart Meters. She said she has been studying electromagnetic radiation for several years because of what has happened to her community.

Noble and her neighbours live on Triangle Mountain, where there are a lot of radio and cellphone towers. “Many of my neighbours became sick with cancer, with cataracts, with neurological problems, with memory problems, with sensitivity,” Noble told the Straight by phone.

Understandably, she isn’t happy with government health authorities. “When I hear someone say that there is no evidence of harm, it makes me angry because I know that they’re misleading people,” Noble said.

Fact: The Province of British Columbia, in terms of governance and in terms of Law - is completely unaccountable to the citizens. No person who understands the system and who has experience in the system - who is being honest - would say otherwise. Ask BC Hydro where is their proof (3rd-party independent testing) for their claim of "2 microwatts/cm2"! The BC Centre Disease Control's test of a SINGLE smart meter reported radiation at 20-50 microwatts/cm2 (NOT 2!). And that's just ONE meter. Actual measurements of multip-meters at apartments showed radiation over 200 microwatts/cm2. Waste of money. Invasion of privacy. Who is to say how secure the smart meter database will be? With access to that it would be possible to find out if people are home or not, and even what they are currently doing based on electricity useage.

According to the BC Hydro website, the Smart Meter will transmit for _one minute per day_. That's a duty cycle of 0.07 % !!! The meter's transmitter is _almost always turned off_.

We'd be better off worrying about RF from fluorescent lights, WiFi, wall-wart power supplies, and other sources around our homes -- they're almost always turned on.

The obvious use for Smart Meters is to implement "time-of-day pricing". I would worry more about the possible damage to my bank account (in the long run), than to any risk of illness from the meter's RF emissions.

Agree with Charles. Hydro's rhetoric in their TV ad campaign about efficiency and modernization is a red herring, I think. The rush to get these meters installed is the first step toward "time of day" price gouging.

Mr. Cohen should know that Hydro is saying the signals will go to the Wimax transmitter for a total of 1-13 minutes. Each signal is 2 milliseconds long. There are 1000 milliseconds in a second, 60,000 in a minute. A minute sounds benign until you realize this means you will be subject to 30,000 jolts of extremely high levels of radiation for every minute of signals. That is one about every 3 seconds of every day and every night. That's for one minute total of signals. That does not count the "chatting" between homes just to maintain the system.Or the signals to our appliances. Our bodies will be subjected to constant signals all day every day no matter where you are. Work, school, home all will have meters. Now how innocuous does that sound? Our bodies evolved to flat, non-pulsating radiation. Manmade radiation modulates to carry more data and scientists have shown this stresses our cells, causing damage to the cell walls. This is what Dr. Kendall says is safe. What qualifications does he have to overrule WHO or experts in the field? None.His training is in public health. That does not make me feel confident that he knows enough to make any decision about smart meters.

I find it funny that people are worried about smart meters when at any given time in a city, you're being exposed to many different wifi signals and cell towers. Why is this only a problem now?
All credible studies show it to be safe, or at least inconclusive, meaning no evidence of harm.

The WiFi transmitters are harmless and not really the issue. The issue is, they cost a BILLION dollars .. who do you think will pay for that? How do you think Hydro will make that BILLION back? I think the answer is clear.

Secondly, I already have paid throughout my life for the building of the electrical infrastructure intended to service British Columbians NOT to service power sales to California. This is the real reason for the meters. Charge us more for using our own power during peak hours thus discouraging us from using it, and then Hydro can turn around and sell it to California during peak hours. ( same time zone dont you know), This was also the real reason for all the PowerSmart ads. Remember those? You should, since we paid for those too.

Now, YOU have to pay off the BILLION first and then Hydro begins to squeeze us silently ever more and more until our publicly funded low electricity rates are but a fond memory.

I don't believe that smart meters are a real safety hazard, at least not any more than what we already deal with in an increasingly digital world. But I also don't believe that smart meters are the new standard, or that we'll avoid time of use billing in the future.

Bot no matter what, of course your electrical bill will go up! So will fuel costs. And food prices. And house prices. I really think many people are just getting worked up about smart meters because there's a convenient 'magic bullet' and safety is a great buzz word.

We've enjoyed cheap electricity because the government controls BCH spending and sooner or later, it's going to cost us; even 1.8 million regular meters are going to cause a hit.

Unfortunately, Gordon Campbell removed IPPs and Smart Meters from BCUC's oversight so there was no extensive public consultation needed. Keep in mind, BCH isn't some private company out to get your money. It's the government that's doing that and using BCH as its tool.

Thanks to all for their comments- I've checked quite a number of websites on the subject - very troubling. Once again, the public has not been allowed to voice their input, adequately, on a very expensive (and possibly quite dangerous) project that we will all have to pay for. Yes, a very good selection of comments, but I have a question. What does the main opposition party have to say about this subject and what will they do about it, if elected. It seems like Mr.Dix et al, have been playing Campbell's low-key style of politics (pre-first election) of trying to gain the moral high ground to gain power. We all know the results of that strategy. The Liberals managed for many a year to scare the crap out of the general voting public everytime they referenced the NDP, however inaccurately. 1200 jobs to be lost (I wonder how many in administration) according to Hydro but I guess that fancy new building they're planning on, just has to happen, just like those s-meters. More unemployment and higher costs to the public from the creme-de-la-crap crowd (the CDLCC or YOUR MASTERS crowd). Once again, the Liberals have proven the only real friends they have are the ones that will give them fat paycheques for the desk-and-seat polishing jobs to be offered after their stint as "politicians". Seems that's what most of them practice at, while sitting in Victoria. Now where was it that Glen Clark went after being premier of this great province. PS: I have extremely little trust in anyone who says they want to "represent" me in goverment, regardless of the party. I know the job is very difficult because you can't be all things to all people. It would be nice if elected officials tried a little harder, though, without the pathetic "because of their mis-management" or "we wouldn't do that" rhetoric. Actions are better than promises. Does politics cause deafness and helplessness in humans? Perhaps it should be declared a health hazard. Sometimes the truth is vicious...

Doctors don't know diddly about EMR. They're like all other highly-educated professionals: they've learned a specific way of looking at the world (eg. human biology & chemistry paid for by Big Pharma) that excludes other points of view (eg. greater environment). Engineers who design these "technological advances" don't have a clue what they're doing to biological systems in humans or other living beings. And they don't care; they're making money. To BC, if you haven’t already got the pay more during peak hours from your smart meters, you can bet it is coming. In Ontario we got the smart meters and as soon as they were in the rates paid for electricity changed during the peak hours. I guess they expect you to get up in the middle of the night to do laundry, etc. It doesn’t apply to this house only because we have a contract with a private company, but once that contract has to be renewed we will be going on the same system of paying more for electricity during peak hours. Further, did you notice how they didn’t tell anyone about brain cancer from cell phones until after most people were hooked on using them, the same goes for wireless internet, etc? If you think you can block the ETF at your home you are wrong, it runs through pretty much anything and goes from house to house, eventually going back to some station somewhere; even if you don’t have a smart meter your neighbor’s smart meter will get you. Although, there are some videos on YouTube showing that a piece of metal screening will stop it from going in that direction.

Did Mr. Lahti give in? If so, that's a shame. Stopping this program is going to require some backbone on the part of people. If people are going to cave in at the first threat by these tyrants, then we deserve what we get.

WiFi is not safe. It has been removed from two museums in Paris and many schools worldwide, including Lakehead University in Thunder Bay. All of these wireless devices are slowly but surely destroying our environment. Please find and watch the video "Full Signal". It won a documentary award in Copenhagen and is a must see for everyone!
Pressure should be put on provincial and federal health authorities to give evidence that these devices are safe (i.e. following the precautionary principle). Finally, a class action lawsuit needs to be put in place and a list of all those involved in promoting, installing and falsely representing this technology should be included in the lawsuit. This includes the politicians, BC Hydro employees and Corix technicians.

Not sure why everyone is so concerned. For me it's mostly a privacy issue. Best option is to drape some rf shielding material (designed for 900MHz ISM band) over the meter. The stuff is not that expensive either.

All over Vancouver Island there are cases of BC Hydro's Corix installers installing a smart meter on homes that are clearly posted with signage saying "Do Not Install A Smart Meter on This House". The only way to prevent the installation of a smart meter on your home is to physically box in or cage your existing hydro meter so that the Corix installer cannot swap it out without vandalizing your property. People are doing this with plywood or with a wire freezer basket screwed to the siding of their house. Just be sure, however, that the dials on your old meter are still plainly visible for the meter reader. I would like to share something I read on BC Hydro financials, We all have heard of all the bonuses being paid to CEO ect. Did You know that in 2009 BC Hydro didnt give US the money They usually do. Under a Special Directive from the Province, BC Hydro is required to make an annual Payment to the Province (the Payment) on or
before June 30 of each year. The Payment is equal to 85 per cent of BC Hydro’s distributable surplus for the most recently completed
fiscal year assuming that the debt to equity ratio, as defined by the Province, after deducting the Payment, is not greater than 80:20. If
the Payment would result in a debt to equity ratio exceeding 80:20, then the Payment will be based on the greatest amount that can be
paid without causing the debt to equity ratio to exceed 80:20. Due to the 80:20 cap, no Payment is payable for fiscal 2009. ha why "an Order in

blah blah blah whine whine whine! What a bunch of entitled babies! if you don't want a smart meter than don't have one, simply go and generate your own electricity. The meter on your house belongs to the company providing you the service. when telus updates its switches you know nothing about it except that the service provided is improved and more reliable. Same thing with a smart meter. i wonder what percentage of people the world over are in a situation where they can complain so loudly about how a company measures its product usage? in the case of electricity, well, a very small amount because few in the world have the luxury of such a product.

as for time of day metering, well, again you over entitled, whiny, complaining, self important, oh my privacy, blah, blah, blah, pathetic, catered too, fear mongering, we enjoy one of the best electric utilities in the world. But because we pay so little and use a glutenous amount of energy per person there is a point where we need to conserve what we have or continue to dam our province so everyone can heat up there second tv, computer, hot tub, heated garage etc... so limiting the maximum demand will help avoid major projects, time of day metering does this you complete morons!

Why not educate yourself with the facts before blabbing your useless, fear mongering crap online? and go visit places in the world where electricity if available at all is used frugally so a village can have drinking water!

I'm not an expert but to me a wireless device such as a phone, or even a TV remote is no better or worse than a smart meter.

"Smart Meters" violate the law and cause endangerment to residents by the following factors:

1. They individually identify electrical devices inside the home and record when they are operated causing invasion of privacy.

2. They monitor household activity and occupancy in violation of rights and domestic security.

3. They transmit wireless signals which may be intercepted by unauthorized and unknown parties. Those signals can be used to monitor behavior and occupancy and they can be used by criminals to aid criminal activity against the occupants.

4. Data about occupant's daily habits and activities are collected, recorded and stored in permanent databases which are accessed by parties not authorized or invited to know and share that private data by those who's activities were recorded.

5. Those with access to the smart meter databases can review a permanent history of household activities complete with calendar and time-of-day metrics to gain a highly invasive and detailed view of the lives of the occupants.

6. Those databases may be shared with, or fall into the hands of criminals, blackmailers, corrupt law enforcement, private hackers of wireless transmissions, power company employees, and other unidentified parties who may act against the interests of the occupants under metered surveillance.

7. "Smart Meters" are, by definition, surveillance devices which violate Federal and State wiretapping laws by recording and storing databases of private and personal activities and behaviors without the consent or knowledge of those people who are monitored.

8. It is possible for example, with analysis of certain "Smart Meter" data, for unauthorized and distant parties to determine medical conditions, sexual activities, physical locations of persons within the home, vacancy patterns and personal information and habits of the occupants.

9. BC Hydro has not adequately disclosed the particular recording and transmission capabilities of the smart meter, or the extent of the data that will be recorded, stored and shared, or the purposes to which the data will and will not be put.

10. Electromagnetic and Radio Frequency energy contamination from smart meters exceeds allowable safe and healthful limits for domestic environments as determined by the EPA and other scientific programs.

Imagine if we were asked to go from smart meters to the system we have now. You mean you are going to have people, driving around in trucks, tramping through your flower gardens to read a meter that has counter-rotating dials (try reading your own meter)? They have to trespass on your private property once a month. Isn't there a danger that a dishonest meter reader might peak through your curtains? Golly, that sounds absurd.

Hello from Ontario. We had them shoved up our @55 here at a cost of a billion and bills doubled and tripled.

Consequently I put up my own solar panels and reduced my consumption from 1000kwh per month down to 100kwh. I studied my bills no savings for switching to off peak. But there are massive savings by boycotting stupid crown corps in nannystates. The new smart meters are working great for me. Just a few more solar panels and i will be totally off grid.

Oh btw Ontario has completely mismanaged it's electrical supply and is building more dirty nukes. Only thing is they cant afford them because they bankrupt us. Mcguinty is going to ask Harper for billions from the rest of Canada to build dirty nuke power for Ontario. The center of the universe is about to collapse at over 240 billion in debt. We are already bankrupt. Ontario hide has 15,000 employees and at least 10,000 are on the sunshine list (making over 100g's). They can all be replaced by a zero maintenance solar panel. Free clean cheap electricity from the sun for eternity while the candu reactors pump tritium into lake Ontario - drinking water for 14 million people. Mmmmm tritium koolaid. Goes great with stupid meters. Spend a billion in the middle of a recession? Genius!

It's like the conspiracy theories of the 9/11 Truthers coupled with the complete lack of scientific understanding of the antivax crowd, with a healthy dose of pseudo-libertarian, anti-government anger thrown in for good measure.
