Mayor misses deadline on complaint
Mayor Sam Sullivan has delayed in deciding how to proceed with a complaint filed against police Chief Jamie Graham . He was expected to rule April 24 on whether to pursue an investigation into allegations that Graham didn't cooperate in an RCMP probe into police abuses at the Downtown Eastside.
On that date, the Office of the Police Complaint Commissioner , according to its deputy commissioner, Bruce Brown , received a letter from Sullivan's lawyer asking for an extension. Brown told the Straight that his office received another letter dated April 27 from Sullivan's lawyer informing them that the mayor has already made a decision. He added that they expect a written copy of the mayor's ruling soon.
"We have received correspondence in anticipation of further correspondence soon," Brown said. "But in fairness, because of the amount of material that was forwarded and required to be reviewed…we're prepared to wait for a few more days."
In February 2006, the Pivot Legal Society filed a complaint with the OPCC alleging that Graham and the VPD–including respondent and witness officers, internal investigators, and representatives of the police union–stonewalled an RCMP investigation into alleged police misconduct.
The OPCC ordered the Saanich police in March this year to handle the portion of the Pivot complaint relating to all VPD officers below Graham's rank. As chair of the Vancouver Police Board , Sullivan has to decide whether to dismiss the complaint or designate another police chief to investigate Graham.
