The greenest thing Canada can do is end Cannabis prohibition. We wouldn't need to cut down forests of trees that take decades to grow just to make an inferior quality paper. Hemp paper is renewable and sustainable and it is only 1 of 25,000 uses for the most useful plant on Earth.
