Vision Vancouver commissioners advance motions on Hastings Park, kite surfing, and bird habitat

      Three Vision Vancouver commissioners have filed notices of motion for tomorrow night's (May 27) park board meeting.

      Vice chair Aaron Jasper's motion calls upon the board to urge city council to place "key importance" on four areas when dealing with the Hastings Park Governance Report:

      • Increased public access to green space and recreational use;

      • Transparency and accountability in decision-making;

      • Compliance with City and Park Board initiatives such as the Greenest City Action Plan, the Urban Forest Management Plan, Biodiversity Strategy and the Vancouver Sports Strategy;

      • Improved care and maintenance of all green space within Hastings Park.

      Meanwhile, Vision commissioner Niki Sharma's notice of motion asks staff to examine the feasibility of creating a public area at Spanish Banks for kite surfers and canoes to launch.

      Vision's Constance Barnes has filed the other notice of motion, which calls on staff to develop landscape design guidelines to enhance bird habitat.

      Jasper's motion notes that the park board has twice asked city council to place part of the restored Hastings Park under the "custody, care, and management of the park board".

      Council has refused to do this since taking over the Pacific National Exhibition from the B.C. government in 2004.

      Jasper's motion points out that the Hastings Park/PNE master plan will triple the amount of publicly accessible greenspace and help the park board meet "key objectives" in the Vancouver sports strategy.

      Friends of Hastings Park has declared on its website that it wants the board to "take a strong position in favour of Park Board governance of Hastings Park".

      According to the group, Jasper's motion "falls short of a clear position" on this matter.

      Friends of Hastings Park, Hastings Community Association, and the Hastings Park Conservancy plan to make a joint presentation to the board tomorrow night.

      The City of Vancouver's Hastings Park Governance Review has the stated goal of aligning the park's governance with council's direction and priorities.

      The city owns the Pacific National Exhibition, which uses part of Hastings Park for its 17-day annual fair.

      The PNE also owns Playland and operates the Pacific Coliseum, Forum, Agrodome, Rollerland, the livestock building, and the Garden Auditorium.

      The PNE board is chaired by Coun. Raymond Louie and the vice-chair is park board general manager Malcolm Bromley. Park board chair Sarah Blyth is on the PNE board of directors.

      In 2012, the organization generated a $3.55 million profit.
