Raymond Lee Caissie charged with second-degree murder in death of Surrey teen Serena Vermeersch

      Yesterday, the Integrated Homicide Investigation Team tweeted that it won't reveal the name of the man accused in the murder of Surrey teenager Serena Vermeersch.

      That was because of a "publication ban".

      Today, however, police changed their tune after receiving approval from Crown counsel to disclose the accused man's identity.

      It came after several media outlets had already reported the man's name.

      He is Raymond Lee Caissie, 43.

      “Thank you to the media who respected this publication ban and allowed for investigators to obtain direction from the courts, while honouring our legal boundaries,” Staff Sgt. Jennifer Pound said in a news release.

      In June 2013, Surrey RCMP issued a warning to the public about Caissie, who was described as a "high risk sexual and violent offender".

      His criminal history included committing sexual assault with a weapon, forcible confinement, and other offences.

      "He is to be supervised by the Surrey Probation Office and is being monitored by the Surrey RCMP," the news release stated at the time.

      Vermeersch, 17, didn't return home on September 15 and her body was found the following day in the 14600 block of 66th Avenue in the Newton area of Surrey.

      Poor girl, why was this monster released in the first place if they already knew he had a history of sexual offences? This was a death that could've been prevented had he been kept in prison.

      I'm surprised the charge is only for murder in the second degree. Perhaps the Crown wants to ensure a conviction. Let justice be swift on this one.

      You can blame the left for these guys getting out. Every time ANYONE mentions tougher punishment and taking away freedoms of criminals, they cry foul and charter of rights. here is a prime example of someone that was never able to be rehabilitated and never will be, but our stupid criminal friendly laws trumped by the left as "fair" has attributed to the death of a young girl.
