Vancouver police not recommending charges in death of 23-year-old woman from party bus

      The Vancouver Police Department announced today (October 25) that they will not be recommending criminal charges in the death of a 23-year-old woman on a party bus in January.

      Before 9:30 p.m. on January 9, a party bus, operated by Silver Lady Limousine Services, was traveling along West Hastings Street in Vancouver with 28 passengers aboard. When the bus turned left to head south on Burrard Street, Langley's Chelsea James fell into the stairwell and against the pneumatic passenger door. The door opened and she fell out of the bus.

      She was pronounced dead at the scene.

      After a nine-month investigation conducted by the VPD Collision Investigation Unit and the VPD Commercial Vehicle Unit, an inspection of the bus determined that low-operating pressure of the pneumatic door and a mechanical malfunction contributed to James' death.

      The owner and the driver of the bus have been fined under the Motor Vehicle Act and could still face civil action.
