Adrian Dix: It's time the B.C. government took a stand on the Enbridge pipeline

Recently, the B.C. New Democrat caucus submitted a letter to the National Energy Board stating that we are opposed to the Enbridge Northern Gateway Pipeline. This decision was made after a lengthy period carefully considering the evidence, the potential risks and benefits, and consulting with British Columbians.

B.C. New Democrats fully support economic development and the creation of jobs in B.C. For example, we support liquefied natural gas plants in Kitimat. We also support the goals of Coastal First Nations, who have a vision of economic development that includes forestry, fisheries, clean power, and tourism, but which is in direct conflict with the pipeline and oil tanker traffic on the north and central coasts.

To be worthy of support, proposed projects must generate a net benefit to British Columbians that balances environmental, social, and economic objectives. The Northern Gateway pipeline fails this test: B.C. takes on almost all the risks, while the vast majority of the benefits will be enjoyed by multinational oil companies.

The fate of the Enbridge pipeline will be decided by the NEB’s Joint Review Panel, after it has weighed the evidence for and against. That is why the B.C. NDP caucus submitted our detailed case against the project.

That is also why the Government of Canada and the Government of Alberta have submitted evidence to the panel.

Yet our own provincial government has been absent without leave on this crucial issue. Premier Clark has refused to take a position on the pipeline, even though she has admitted that—to use her own words— B.C. is taking “100 percent of the risks” yet “gets about the same benefit as Nova Scotia.”

At the same time, the premier has stated she is “pro-pipeline”.

This contradictory stance can only be interpreted as a deliberate strategy of a premier who wants the Enbridge pipeline to proceed, but doesn’t want to say so.

The Liberals have deliberately left the job of arguing for the pipeline to the pro-pipeline governments of Canada and Alberta, along with Enbridge itself.

In fact, the Liberal government has missed the deadline to provide evidence to the panel. This again can only be seen as a deliberate strategy—the government does not want to introduce evidence because it does not want to take a position. The only other interpretation for missing the deadline is incompetence.

When I questioned the premier about missing the deadline in the Legislature, she claimed “we have the right to present evidence in the final hearings.”

This is simply not true: the deadline passed on January 4. The final hearings can only reference evidence introduced by that deadline. The government’s opportunities for meaningful participation in the process—to effectively and forcefully represent B.C.’s interests in the hearings—are now virtually non-existent.

This is a profound abdication of responsibility by this Liberal government: when her government had its chance to ensure B.C.’s voice would be heard, it passed on the opportunity.

When pressed on the matter, the premier says it’s too early to draw conclusions, we need to learn more. The Enbridge application was submitted two years ago. Is that not long enough for the government to draw some conclusions?

Yet all the premier will say when answering these questions is “stay tuned.”

Stay tuned for what? For a decision Ottawa that her government made no effort to influence?

Our government has made a cynical, calculated decision to let other parties, like multinational oil companies and the governments of Canada and Alberta, do the heavy lifting in favour of the pipeline.

Governments have responsibility to represent the people who elect them. Yet the people of B.C. are being denied a voice in the Enbridge pipeline decision because their government is either hiding its agenda by playing cynical political games or is flat out incompetent.

It’s time the premier and her government stopped hiding and took a stand on the Enbridge pipeline. Are they for it? Or are they against it?

The people of B.C. deserve to know where their government stands on the Enbridge pipeline. The position of the B.C. NDP is clear: no to the pipeline and no to oil tankers on our north coast.

All the leftie news sources are running full force with this little pieces of Dix propaganda. It must be election time. As usual the NDP comes out against any and all resource development which just happens to be the backbone of BC's economy. The BC government is currently negotiating a financial windfall through royalty programs and/or value added services such as refineries. This will bring a tremendous amount of revenue into BC that will be used to fund the many social programs demanded by Dix and his like. It's hardly a well thought out and reasoned position to reject the pipelines before taking into account all the facts I guess when you have a NDP money tree and a philosophical opposition to budgets making rash decisions that negatively effect the provincial treasury are easy.

From what I have read and heard, 33% of all petroleum products are used to make plastics. Before we ever start to have serious discussions about increasing the Oil supply we need to have program about the intelligent use of a Non Renewable - Heavily Polluting Resource.

Has anyone ever noticed that waste in Packaging, I can only guess at the tonnage of Plastic = Crude Oil, by another name, that goes into garbage dumps and the Ocean every year.

We need to regulate and punish all those that believe that Waste Equals Profit.

During WW2 you could be fined for throwing out a Tooth Paste Tube because it was out of Tin.

We need to begin with a program that decides who gets Oil and Why!

Flexibility is increasingly important as Canadian refiners compete for a share of what is, at best, a stable pie, and probably a shrinking pie.
For refining, the economics get tougher when geographic realities are considered ? Alberta, home to the oil sands, is landlocked and far from major refined product markets in the U.S.

What does it really matter now what the Liberals think? We know what they are here to do when you look back at the last ten years and it simply isn’t to do business on our behalf. Anything they have to say is beyond the deadline anyway and their position is that they are in enough trouble already. For us to find out where they are on this issue will only prove once again they are in it for their corporate masters and don’t give a damn about the people who they tricked into electing them. With all the lies so far, what else should we expect? One more point, the liberals were not smart enough to pull the last election by themselves, it took a lot of help from their MSM friends.

JIMB is dead on the mark - the NDP and the left-leaning media make it sound as if the world will shudder to a standstill if the pipeline to Kitimat goes ahead. It's easy to see the bias of a group of readers simply by noting how many people check the AGREE or DISAGREE box. I agreed with you Jim & marked myself in accordingly. Here's a thought. There is a serious plan afoot to move everything by massive rail tanker cars and it doesn't need approval by anyone. The railroad obtained the authority - what??? maybe a century ago and all the blathering in the world can't stop ships from traversing the coast. By the way our Pilotage Authority is the safest in the world. You don't hear a peep from the pinko's about them because they are always at the top of their game. Here's the final one no one is mentioning. Enbridge has most Native bands on-side as "partners" for the portion that goes through their reserves or other areas. They won't get a dime if the product moves by rail. Look to a change of heart in the very near future from serious Native leaders. Keep it up JimB - the common sense people are on your side and watching.

With the CETA agreement and the negotiations that are being conducted behind closed doors, and without consultation with the Provinces (as it is legally warranted). I don't see how rational discourse with the current Liberal government is possible. They are entrenched in their positions and are serving the greater Harper agenda. It is obvious with their actions that they are "Liberal" in name only.

The BC Liberals under Clark's leadership are attempting to break Unions and have so many gag orders in place, it is hard to follow what is actually occurring in BC politics. This is not what we voted for. It seems to me that The west no longer includes BC or their interests, unless an election is looming. The same sort of politics is being played out in the BC legislatures as in the House of Common's. That is, shoving bills through without proper due process and consultation. Seems to me this type of politics serves more of a neoconservative type of government as we are now seeing in the HOC under the Harper government.

Reporting is biased and gag orders are in place on media, even the CBC is now controlled by The Harper government. The only way I can see a difference being made is for the BCNDP to win the next election and stop the CETA agreement, as it is not being negotiated with our interests in mind. When I hear of a private land being appropriated for foreign mining in Newfoundland that is a wakeup call to me. Under CETA things will get much worse in that regard to serve the corporate agenda.

Grassroots organizations need to be the ones ot demand change and consultation on legislation that affect constituents.

It is time to stop playing nIce! Peoples' lives and futures are at stake. comment. Many Albertan's have blinders, they have our own provinces interest in mind. Oh well looks like poor Adrian's hands will be tied, but he wants you to know they did officially oppose it.
Bet Horgan's hands will be all tied up on the Site C dam come June 2013 too.

They'll want to clear the decks early on their past opinions so people will forget about it over the summer.
