Allan Seckel replaces Jessica McDonald as Premier Gordon Campbell's deputy minister

Premier Gordon Campbell has appointed Allan Seckel as the head of the B.C. Public Service.

Seckel, who has been deputy attorney general since 2003, replaces Jessica McDonald. According to a B.C. government news release, she "will move on to future career opportunities".

With this promotion, Seckel becomes deputy minister to the premier.

Seckel was a partner for many years  in the downtown Vancouver office of  Russell & Dumoulin, later known as Fasken Martineau, when he was appointed deputy  to then-attorney general  Geoff Plant. Plant previously worked at the same law firm.

In recent years, Seckel has landed in the news as the person who decided which cabinet documents relating to B.C. Rail should be deemed confidential in the criminal trial of David Basi, Bob Virk, and Aneal Basi.

On May 8, 2007, Campbell told the legislature that he would play no role in that decision, saying Seckel would work directly with the special prosecutor (Bill  Berardino, the special prosecutor in the Basi-Virk case, also worked at Russell & Dumoulin for many years.)

"It would be  inappropriate for me to determine, prior to those decisions being made, what they should be or to try and characterize them in any manner whatsoever, so I won't do that," Campbell said at the time.

Interestingly, Seckel has played a significant role in the Basi-Virk - BC Rail case, dealing with a number of key issues about government disclosure of evidence.

Defence lawyers for David Basi, Bob Virk and Aneal Basi - the three former BC Liberal government staffer facing corruption charges over the $1 billion privatization of BC Rail - had made arguments in court that Premier Campbell may have "politically interfered" in the case.

Jessica McDonald, and her boss, received a letter from me about two weeks before the unexpected announcement of generous salary increases for her and the other deputy ministers. At an appropriate point I'm going to post that letter online because it is part of a much bigger, and ongoing story - in which Allan Seckel plays a significant role.

I won't speculate about McDonald's departure at this point but I will say that Campbell's choice of Seckel to replace her strikes me as simply bizarre.

Seckel was Deputy AG in the Stonewally years. He also co-authored the new Supreme Court "rules" with retired chief justice, Donald Brenner. Seckel is a Law Society insider, who consulted with the LSBC prior to making the rules, which favour unnecessary litigation. I accessed Westlaw to examine cases where Seckel served as an attorney. His administrative law background has been used to support corporate interests exclusively. And that didn't end when he became a bureaucrat. Krog and Canwest seem to give Seckel a permanent pass. Trust me: bias issues will arise in Seckel's work product. Canwest and Opposition should end their wallpaper role.

Even if it is that season when the riper upanishads are being pressed for fermentable juice, no politician should behave in such reckless manners.
Celebratory occasions should not be used for these tawdry salary increases!

Nothing will change in this Province of BC nor In the entire country, until some one has the guts to stop the rotting , However, that will never be the case as, corruption pays very well, especially at the top of the food chain. Why else is Campbell not in prison for the crimes against BC citizens. Gordon works for Harper, that's why. Gordo is blazing trail for the HST for the rest of the provinces to follow. Before he goes, he will again levy more tax grabs to pay for the Olympics he made such a financial mess of. He will also say, well you people want education, health care, and so on, he will raise taxes again, and other provinces will follow suit. And because Canada is no longer a democracy, nothing will stop him from doing so. The HST isn't called Harper's Sales Tax for nothing.

I am going to join the Western Block Party. They have new, fresh views, that party could be the salvation for the western provinces.

Of course nothing is ever going to change. The people in general have been kept ignorant of factual truths by and at the will of the corporation that calls itself a "government". If anyone wonders why these so-called "governments" always seem to favour the big corporations when passing legislation (which is all copyright protected, meaning it is a "private" opinion or idea) it is because the corporate government de facto itself, operates through "off-book partnerships" much like Enron did and stands to reap rewards as shareholders of those big corporations. One other way the corporate governments de facto allow their so-called "Crown Corporations" to make profits is by allowing them to create other corporations. Example: The Insurance Corporation of British Columbia created "ICBC Properties Ltd.", which owns the two Telus buildings, one in Burnaby and one in Calgary and then leases them to Telus. They own numerous other profit-making properties, as well. If anyone wants proof of their corporate (Company) status, do a "Company Search" on the United States Security and Exchange Commission's Website and the same with Dunn & Bradstreet's site, you will find them all listed as being a "Company". The same goes for the Canada Corporation, a direct subsidiary of the United States of America Corporation. This also explains why the "Canada Corporation" always appears as the lap-dog of the United States. Even further, if you read their copyright protected, private corporate policies (statutes), you will see they only apply to "artificial persons" created by those 'statutes' and only "within the geographical boundaries of" the corporate government de facto. Barron's Canadian Law Dictionary defines the terms "de jure" as "lawful, legitimate" and "de facto" : "as a matter of conduct or practice not founded on law". Look at the Governor General who acts as "Canada's de facto Head of State". This means every time that Gov Gen gives so-called "Royal Assent" to any Bill coming out of Parliament, she is acting as an "outlaw" and every such "law" thereby created is unauthorized and invalid, having no force or effect. Justice Canada has also admitted to me in writing that "legally", Canada is not comprised of any geographical areas called "provinces" that have names such as "British Columbia, Alberta, Saskatchewan," etcetera. As result of all of this and more, we have all been subjected to gross violations of our Human Rights, as we are all being treated as "artificial persons" with "names" spelled entirely in capital letters which, according to the Rules of Grammar of English, is not "English". Either way you look at it, they're are all either a bunch of crooks with intent to commit crimes, or they are so ignorant of the facts that they operate with total incompetence.
