This is a joke from 1970's British comedy show called "The Two Ronnies", specifically a sketch called Mispronunciation. When said at a normal pace, owah tanna siam, it's meant to read as "Oh what an **** I am", and was the finale to this sketch where Ronnie Barker coordinated the audience in singing this mock national anthem to the tune of God save the Queen.
