Canada is no more a mess than any other country that abides by due process.
Notley is posturing for her low ed voters, Trudeau is blustering, and Horgan is caught in the middle.
Reality is, Trudeau has no power to push a pipeline on BC without first demonstrating that the pipeline is truly in the National Interest. To do that, he will need to go to court, which he won't do because he knows he can't win. Harper knew this too, which is why they have focused on trying to win public support, instead of going to the courts.
Notley is facing another election soon, so she's busy trying to paint herself as the protector of Alberta.
And again, Horgan is stuck in the middle, although I suspect he understands the National Interest clause of the Constitution and is not particularly concerned with all the sabre rattling.

Notley, the protector of Alberta, alienating half her population (wine drinking women!), but am scared that this Trump-ian ban-and-bully behavior will appeal so much to the rest of Albertans.
It's not their fault, they forget how gorgeous and vital the ocean tis, marooned out there in the mountainous cold. I'm so happy Trudeau can take no legal action against it! Sure, he's "Liberal", but a lot of us are so much more liberal than the Liberals, and we are drinking the wine that they won't.
