Yes, because the biggest and most urgent problem of the homeless, a population made up largely of the drug-addicted and/or mentally ill, is...
Housing.

As if they would treat someone else's house differently than they treat the places where they live now?
Obviously, they need treatment (preferably inpatient, with monitoring) FIRST. Assuming they get it together enough to live anywhere on their own, only then would it matter.

Besides, the tragedy of the commons is mostly correct: if you give people something for free, they will count it as nothing.

I don't need to own property (which I don't) to think this is a terrible idea.

Commissar, you are so right. We will house all the poor homeless that have been trod upon by the heartless capitalistic swine in their mansions. Then all will be wonderful in the workers paradise. May I suggest we house a few of our destitute brothers in your house. I'm sure you must have a spare room. No?

is now in effect so the number of vacant properties is decreasing (other than the 30 westside homes that "somehow" caught on fire in the year before the tax was proposed to the public, rendering those particular properties exempt from the tax). what a "coincidence".

Who cares if they're empty just force them to give a few rooms to the homeless....Why not just confiscate their money?

Expropriation doesn't work.
This is an established historical fact. It is absolutely consistent. Even the unintended and adverse consequences of trying it, both to the losers and the (supposed) winners.
You may as well suggest putting them all (homeless and absentee landlords) in an industrial blender and hitting frappe. Because that will solve the problem, too, no?

The homeless can stay in supervised shelters and modular housing until they can go to rehab and kick their addiction problems.

Nobody wants the smell of hard drugs and alcohol in apartment hallways and stairwells. Nor the needles.

There was that scene in Trainspotting where Ewan Mcgregor was strapped onto his bed until he fully sweated out his addiction , cold turkey style. But the PC police in metro Van would frown upon that.

I know the Real Problem is about finding rental housing for the rest of us that we can afford.
