Some guy slapped one of those ICBC no-cell-phone-and-driving stickers on my car for checking my phone. My car was stopped and the light was red.

... if your are driving and not parked on the side of the road (so red light doesn't count), you are not allowed to handle your phone. You are not even allowed to have it on the passenger seat. You are not allowed to look at it.
If you want to be responsible, your phone belongs in your bag or in the center console of the car. If you have bluetooth, use that, if you don't, just wait until you pull over---in park, engine off.
Distracted driving is no joke. You were in the wrong.
