I work with people who start "early" to leave before the end of work, only to spend that time on their phones.

Our trendy workplace had a foosball table. The guys would come back from lunch, "punch in " and then go play foosball for 20 minutes while the rest of us were at our desks working.

Lots of office staff show up “on time” and then spend the next 20 minutes or so getting coffee, making toast or something to eat, and chatting with coworkers about what they did the night before.
