So Tired Of Being Tired...

I confess that I have been living in the same complex for 6 years because nobody will rent to me because I have a 128lb bullmastiff. Since my good neighbor above me moved away we have had to endure some seriously bad behavior such as stumbling and stomping throughout the night keeping us up and messing up our work days. The last tenants which were a group of party girls were evicted from upstairs finally after a year or so but now there are a group of guys that are basically doing the same thing but worse. We were reassured by the management that they would find calm tenants. Feels like we're back to square one! Now I have to complain about this obvious horrible behavior without sounding like it's us, which it so isn't! Any advice clever posters???

Times, dates, duration and type of noise.
Record the noise coming through your ceiling. Stand outside their apartment door and record the noise coming through it.(verification of unit)
Write them a diplomatic request(s) for them to control the noise. (Keep copies, give one to the landlord each time)
Don't go up and confront them unless you're wearing a body-cam, a hidden one preferably. ( If they're drunk, you might get punched.)
If you collect enough hard evidence, your credibility won't be questioned.
Call the cops, repeatedly if necessary. Get an "incident card" with a number on it each time. When we called them, they came and stood in our apartment and witnessed the noise themselves.

You have the" right to the peaceful enjoyment of your home." Remind your landlord of that, and make sure he understands he has a responsibility to act.

I am not a lawyer. Consult professionals. But...this my personal advise:
Document days and times of disturbance. Call landlords to address it, again document days and times. After two tries w/landlords, call police to address noise, document day and time. Each time, call police. Document days and times.
Check your lease. Any wording about noise? Note it.
Now...after calling police the first time, send a letter to the landlords. Mention the lease specifying noise and quote the language. Also, specify that the offending parties are "interferring with the enjoyment of your space". List all issues with date and time, list the date and time landlords have been alerted and how police are called.
Cc Residential Tenancy Branch so they have it on record.
Follow up with them, noting date and time.
Either you have a record the landlords can use to evict tenants, or you have a record of inaction to get retribution.
The power of adminstrative bureaucracy cannot be underestimated.

Move somewhere and don’t tell them you have a dog. Neighbours are awful and will rat you out so if you are able to, move into a house or a co-op where pets are allowed.

I know it would be heartbreaking but you could put your dog up for adoption. Huge dogs shouldn’t be living in the city in cramped quarters anyway. It’s mean.

I don't know how or why you got the giganto-beast, but I appreciate you trying to do your best to get shelter for yourselves and live with some dignity. I have no idea how to handle that. Sounds awful.

Under no circumstance would I ever abandon my beloved dog. I live in a spacious ground level apartment with our own fenced in yard. If you knew anything about this breed of dog they make wonderful apartment dogs because of their general laziness. He gets plenty of exercise and thrives where we live. The issue at hand are excessively noisy neighbors not my dog. Seems like we're getting a little side tracked here... Thank you to the people that offered constructive and helpful advice.
