Two sets of rules

How are people supposed to function as a high performer in their job, when there are two sets of rules. If you're part of the highschool click that DF all day at work, whispering and texting all day then you're accepted as a skacker in the 'cool group' I wish I had the financial means to quit this bs job on the spot and tell them who they really are right before I walk out. Praying for a real miracle.

That's the critical, necessary and sufficient qualification, the only thing that matters there.
Because you understand the organization's values - you've just explained them. This workplace is for those other people, and you're not a good fit. Appreciate their honesty, it's very authentic.
Things won't change because the management likes it this way. Know the servant, know the master, and vice versa. They have nothing to learn from you, not that would benefit them where they are. They're happy and successful as is.
Make nice-nice. Get another contract (or just any contract), on your way to a different employer. Leave with best wishes and secure good references. Walk away. Living well is the best revenge. Find another job, at a place with a different culture and values. Ones like yours.
Play the game, it's the only one there is.

OP could work anywhere. I've seen this in top private sector companies, public sector, even a major research institution. I just don't understand the incredible breadth of laziness. Don't people get bored and tempted to do their jobs at least every now and then?! I keep hoping, but it's usually just me and a nerdy, nerdy few.

I used to cater to people like that at work. Now all I have for those types of folks is venom. Call it what you want (dumb, feebleminded), I say let them drown. If all they have is mean spiritedness and laziness, let them drown in it. There are kind hearted, competent, adults (not immature children) in the working world, align yourself with them. If there aren't any in your current one (doesn't sound like there are...), I wish you well in making the best of it or moving on.
