I am pretty much a vampire. I can't go outside much, the sun will kill me. I am a redhead and burn super easy and fast. I know, sunscreen, you say. I use it sometimes but it is bad for my skin and gives me acne and makes my eyes water, and I'd tried many different types and brands. Well, just wear a hat, right? I wish! If I wear a hat, no matter what type, the top of my face stays white but the bottom half gets red (even with sunscreen) and it looks ridiculous. And it happens so quickly, even half an hour will do it. So I pretty much can't go outside unless I want to die, or look like a racoon, or be crying and pimply. I go out in the evening when the sun is weaker, but it sucks not being able to just walk around in the peak of the daytime like a normal person. End rant. Solutions?

I try not to stay in direct sunlight.
People might notice something odd about my shadow. And then burn me at the stake. Again.

Not-quite-joking aside, some new stuff I've noticed at Costco: a mineral powder sunscreen with both zinc oxide and titanium dioxide. Neither of which are water-soluble or absorbed through the skin.
Breakouts are usually caused by carriers such as mineral oil, various allergens like parabens, etc. I have oily, sensitive skin, so painfully aware of those.
Hope you find something that works.
If it makes you feel any better, I wear shoes or boots, jeans and long sleeves. Almost always. Sometimes a hat, too. And I tan dark enough to blend into Mexico. Though I'm a bit taller than average there.

As far as the watery eyes go, its because of a chemical called Avobenzone that is in many sunscreens. Switch to a mineral sunscreen, like one with Zinc in it. It should be better for your eyes. Besides that, you should know that its probably better that you stay out of the sun anyways. Too much sun ages the skin and makes you look like you're 60 years old when you're only 40. You don't want leathery skin do you?

Not a redhead, but I'm pale and freckled and I live most of the year on the equator. Coppertone Sport 30, a hat and sunglasses work for me.

I know hard to believe, crap they have been pushing for years will block the suns rays. (Nope)

I can relate. However, I’m of an age where there was no such thing as sunscreen. I guess all the burns I had to endure toughened my skin up enough that eventually I stopped burning so much. Unfortunately, I’ve also had multiple pre-cancerous skin lesions removed, and my skin is like leather. I’d suggest that you invest in some fabric that is sun-resistant, such as long bathing pants and shirts. I know they make them. Other than that, just cover up with loose cotton fabrics and use sunscreen no matter what.

Although I'm not as bad as you, I hate heat and sunshine with a passion. I'm only happy from Oct to April and the rest of the year I hide in my apartment waiting for the sun to go away. I don't think there's any solution to our problem other than leaving our houses as little as possible during the summer.

when you’re out in bright light avoid white or light coloured tops: the reflection will be enough to affect sun-sensitive skin on your face. same goes for the underside of the hat’s brim: needs to be a dark colour. and get a hat with a very wide brim.
