My dear friend, there are individuals in this city that are wired differently than you or I...that aren't fazed driving down stairs or through store fronts...I'm afraid that what you're suggesting is quite impossible for them to comprehend.

it's not quite as simple as you think
when at an intersection and the light turns amber, there's a psychological impetus to clear the intersection to avoid being stranded in the middle of it blocking all traffic.
the govt knows this and they silently plan to bank on it
