This tool speaks for a large minority of spiteful douchebags. For a change, I'm with the masses on this one, because there's really no ambiguity here.
Holding up traffic for fun is a very modern, docile-culture first-world superpower.
It's indiscriminate, throwing a tiny bit of sand in the gears of a life-sustaining economy, in an urban area that would perish without it. Impedes all kinds of critical services, like Fortis maintenance (because flammable, explosive gas), medical patient transfer vehicles (which do not normally go "lights and sirens"), various service people and even logistical deliveries (elevators, supermarkets, hospitals, water and waste treatment, etcetera). Also including "gig" workers, [sarcasm] and rightly so, because those Skip The Dishes privileged white male delivery people are making bank, amirite? [/sarcasm]

In many other countries, someone this stupid would just get run over. And the world may be a little bit better for that.
