Team "Building"

I'm not sure why they want me to spend my personal time with people from work when they are just going to lay them off.

Since when?

Is that a job requirement? I'd be questioning that with the higher ups.
Perhaps it's just a suggestion. "Personal time" is just that, yours to do with as you wish.

I hate team building

I find it to be a building rat nest where co-workers later snitch on each other.

So agree. However I've learned a bit of a trick to cope. Get super involved and hyped up during the event, fake it. All the while have fun thinking how dumb and ignorant your employer is for believing the event is so engaging and valuable to their staff. Next time you hear about another similar event you'll be better positioned to influence your employer's decision on what and when to plan a team building event. Cause they'll think you're so into it and can influence others. Sounds like a lot work? Sounds political? Ya it is. Trust me, it'll pay off and it works. Your sane co-workers will thank you and you'll never have to put up with another wasteful soul-sucking situation. Fake it, play it, win it.
