Meditation

I value it and try to practice it every day. The oddest thing is it can be totally quiet and as soon as I get settled to begin, loud noises start . Leaf blowers, dogs barking , sirens etc. Once I just decided to try in the middle of the night and immediately a car alarm went off for a long time. Not a big deal, just seems strange.

Try sound proofing a room.
Then you have an oasis of your own with Budda.

Noise-isolating/canceling headphones (around the ear) are quite effective, but only the good ones. If you can't tolerate earbuds, which isolate best. Costco has some mid-range stuff that would probably work.
White noise, or SO Chord from the Monroe Institute, work for me.
Unless you live in a forest log cabin with good windows and no electrical gear, it's damn near impossible to find silence except in an isolation tank, or something like a deep bunker. Roll your own.

4, or 5 in the morning is a great time.

Right after everyone has gone to sleep, and before anyone wakes up.

The more you practice the easier it will be to get back in the zone after hearing the noise....keep going! Namaste

It’s always there

The noise is always there. It’s just that when you’re busy doing other things you don’t notice it as much.

The desire for stillness is unnatural

Stillness is impossible as we are pulsating and vibrant beings.

You want to hear silence? Try being a straight white dude with an art degree in Canada applying for jobs.
