There should be a law where if your workplace is 27+ degrees inside then it's mandatory you have A/C or don't work at all especially when you have to do labour.

the law says you have the right to refuse unsafe work. report it.

Read Worksafe Occupational Health and Safety Regulations: Heat Exposure, Section 7.27 forward. Commenter "there is" is correct. It's not so much about a specific temperature, but instead, working conditions must not cause undue heat stress.
