Here's the Thing, Entitled Dog Owner

Maybe your dog is normally sweet. Yeah, you love your dog. That's awesome. But if he makes other people feel scared, then you need to deal with that and be respectful of other people's feelings and experiences. It's an animal, and dogs sometimes attack and hurt or even kill people. If a human being feels threatened because of your dog's violent and unpredictable behaviour, that's a serious issue that you should respect.

I'm so sorry for my dog's behavior. I was sorry yesterday and I will be just as sorry tomorrow as I am now. But you need to understand that my dog is a free spirit and he needs to express itself whenever and wherever it is. I'll take you to the Supreme Court if you disagree. Animals have rights, you know.

My brother once had a monster dog that was a cross between a german shepherd and something else even bigger and it was as mean as hell to strangers...once it started nearly attacking one of the neighbours and all my brother would do is defend the fucking dog. I was so glad when that dog finally ran away.

The dog owns you

Those vicious dogs are spoiled. They have no purpose.They see the owners as their meal ticket... and their property.
How so?
Dogs see everything as a pack with a pecking order. Because the owner fails to lay down the law and make the dog work for their treats (dogs love jobs), the dog thinks it must be the alpha, the leader of the family. Someone in the pack always leads and by giving treats for no reason you just sent a signal that you're worshipping the dog as the leader, the alpha. So, in public, it defends its meal ticket. No, the dog doesn't enjoy it. Dogs don't want to be the leader of the pack in our complex world. It's very stressful. Hence, you get a stressed-out, defensive dog on the ready to attack because it's been made a reluctant leader. That's cruel.
Bad owners enable this.
Dogs only understand two two-syllable word commands, repeated twice, yet you see bad owners talking in long, drawn out sentences like they're children. Bad owners: they are not children, they're animals, they don't understand you talking like that and they look to you to be the lead dog.
Stop giving them treats merely because you love them. Make them work for it because they love it like that (to a dog, it's a job and they then feel a purpose when you make them work for it).
Learn to control your dog, let them know you are the leader in control. Otherwise, give it up to someone who knows how to be a good owner because you are creating a problem that, eventually, you'll lose control of and have to put down because they stopped listening to you (and that does happen).
Also, put your darn dog on a leash. I don't care how confident you are that the dog won't stray. It's an animal, animals are unpredictable and anything can come out of nowhere that could 1) attack it 2) spook it into oncoming traffic or 3) run over it. You think you're being kind but really you're putting your dog at risk and that makes you an irresponsible and terrible owner.

All the stuff said by @thedog is repeated over and over by this dog expert. We need to be tougher before letting people have a pet. Their selfishness does little for the animal's welfare, never mind the public they impose themselves on.

Sarcasm is all over the tone of your "sorry", and actually you should be reminded that animal control laws are the poignant topic here. The behaviour of a dog is its owner's responsibility. Period.

And strong resolve to not file charges or by-law complaints. I think the very best way to thank him is GET IT TOGETHER!! Not just part time Miss amazing dog whisper like skills. You have another area of this life that allows people to judge incorrectly for you and dog owning abilities.
