Low-Grade OCD?

I'm not a stingy guy - I'll happily grab the bill if you and I meet for a coffee or pint, then put it out of my mind. I don't obsess over who "owes" whom, just as long as things don't get too uneven.
But if I find out that I paid $6 for something in the grocery store that I could've gotten for $4 at the store down the road, I seethe for hours! I just feel taken advantage of...
What's that about?

Just a cheap prick.
What it's about

It's about the difference between respectful sharing in relationships as opposed to being ripped off and cheated by a corporate entity that doesn't really give a shit if you go hungry or not.

This is either an indicator of a lack of real problems or the opposite, an overabundance of stress that magnifies even tiny problems. Only you know, OP. If it's the latter, you are wanting to learn about emotional regulation, in case it helps to have a term to google, and if it's the former, you need perspective and should think about volunteering or another way to help others. You'll feel better, not worry about this, and like yourself more.

You think because he wants a bargain and to save money, he needs to volunteer and basically seek psychiatric counselling?
Based on your arrogant assumptions of his supposed self hatred, lack of perspective, etc it's clear to me that you are the one who needs counselling.
Seething for hours?

It sucks that some places charge more for the same item you can find at other places, but instead of doing yourself a disservice in seething over it for any amount of time, you can just take a positive attitude in the fact that now you know where you can find the item for cheaper and save that money to spend on your future dates. Worse thing that could have happened was not finding a place that's cheaper and you would have continued on paying a ridiculously marked up price.
Yer an idiot?

And anyone paying attention to you is...an...er...idiot too. D'Oh!

I live in an area with a lot of small grocery stores. I feel the same as you about wanting to get the best bargain on staples, and think it stems from memories of my parents clipping coupons and flipping through flyers to find weekly deals.
It makes sense to want to save your pennies so that more money can go toward the things you value most, such as sharing coffee or meals with friends.

It's healthy to seethe for hours over a dollar?!
A good lesson is

use the internet to check prices at different places before you even leave home.

Something about a bargain, right? If I buy an item thinking I got a great deal and then the next week it's on sale for even less, I get annoyed at myself for not being patient. Then again, the times I waited for a price drop and the item sells out, well I kick myself then too.
