I met up with an acquaintance I had met once before to buy something of hers. We chatted politely for a couple of minutes and she told me "see you soon!" when I was departing. It felt incongruent as we had not made plans. Shall I take it as simple politesse, or take her up on it?

She probably meant it as a "see you around - soon", since you met up with her anyway, whether to buy something from her or not. I wouldn't read that much into it and leave it. Maybe text her back and let her know if whatever you bought from her works and how you are liking it, then take it from there.

... an idiom. It's not meant to be taken literally. But that said if you want to spend time with a person just ask them to do something all of this over socialized wondering what's right what's not if you want to see someone try to make a date with them I don't mean dating a romantic sense I just mean to get together. And they'll say yes or they'll say no and if they say no well you have your answer don't you.

If this person meant they really wanted to see you again soon, they would have suggested making plans. The comment above about this being your "in" is literally the difference between safe men and the rest of them. If any "in" means applying maximum pressure to get what they want (ie access to the woman in question), they're showing a commitment to testing boundaries and pushing that indicates a real problem. Don't look for "ins" and be pushy. Be honest, and be genuine about others' consent. If you want to call her sometime, ask and be prepared to take a no gracefully.
