Why!?

Why should our civic politicians tackle real issues like homelessness, petty crime, and traffic congestion when they could be tackling climate concerns and plastic bags?

Politicians don’t care about you very much. They have an agenda. They are using the masses to pass laws that would never pass otherwise. They are hiding things....

As the power of the Christian churches wanes, politicians increasingly are seen as social arbiters.
Life is reduced from anything potentially divine into a pointless, empty shell of whatever was formerly viewed as a decent life.

Your displeasure with the manner in which "real" issues are addressed is unfortunate, but it's no argument against other initiatives. Seems you're onto something with the traffic congestion though. If municipal planners managed to reduce traffic congestion, that would contribute to the fight against climate change. It's a win-win! Definitely, you should run for city council.

did ignore those problems you would complain. If they did address those problems you would complain. You just love to hear yourself talk.
Food for thought on plastic bags

A big box store I go to has limited use of plastic bags up from, but the entire bulk section now consists of pre bagged(plastic) bulk stuff. The amount of twist tags and plastic bags they use in this section is not a small amount. And unlike the ones up from that are made of corn, recycled bags, and ever evolving reduction waste technology, the bags in bulk are not. they are standard non biodegradable bags.

... three issues you mentioned are basically beyond the power of any municipality in Canada to deal with. Homelessness well there's two facets to that. Well three if I think just off the top of my head. First you have people aging out of foster care or who were in government care who are now no longer forensic problems so just let on the street. Like the government would pay to have you kept locked up if you were like serious violent criminal who have no insight into their condition. But if you're just a danger to yourself that is you make poor decisions and you know you can't keep it together to pay rent and things like that well The Darlings in the University system call that some sort of alternative epistemic since stands and that it would be downright oppressive for the government to force you to be cared for. And it's also expensive. So homelessness really isn't on the table you're going to have all the people who used to be in government care now on the street. Or at least a large number of them. As for congestion that's related to housing which is related to Federal immigration policy which not even the province has anything to do with so just forget the city solving that. And you can also forget about having any sort of public adult discussion about it because obviously only white supremacist racists want to do anything with their current immigration policy it's basically a sacred cow in Canadian politics. It's an article of faith more is better and that anybody who says otherwise isn't doing so for anything but closeted racist reasons. That's literally the public discourse. And then petty crime well in Canada are police forces are independent of the Cities. The city funds the police board but the police board is an independent body. So I think the city and the police Border in some sort of issue right now about whether they should be paid more or if the city should cut their budget. So what should the city spend money on? On police or on public relations people or on people to man the phones on 311? Ultimately though it's that the city has too many people in it and that's out of the city's control. Imagine you had a house but you couldn't really control how many people moved into it all you could do is sort of add more additions as they moved in. And if you didn't do that they wouldn't stop coming it would just increase the price of the house
