Two Ottawa men arrested for Vancouver murder scheme while two Lower Mainland men remain at large

      Two men from Ottawa have been taken into custody for conspiracy to commit murder in Vancouver but warrants have been issued for two other men from the Lower Mainland who are at large.

      The Vancouver Police Department (VPD) announced today (February 26) that, as part of a gang crime investigation by the multi-agency Taskforce Tourniquet, four individuals have been charged with conspiracy to commit murder: 22-year-old Moeen Khan of Surrey and 30-year-old Pashminder Boparai of Abbotsford, 28-year-old Mustapha Ali of Ottawa, and 23-year-old Nobin Malonga-Massamba of Ottawa.

      Ali and Malonga-Massamba also face additional charges of firearm offences and remain in custody. The arrests were made with the assistance of the Ottawa Police Service.

      Khan and Boparai are wanted on Canada-wide warrants.

      Since the VPD launched Taskforce Tourniquet in March 2017 to address gang crime in the Lower Mainland, a total of 209 charges have been laid against 38 individuals.

      Though several joint investigations, the taskforce has seized over 170 firearms; over 10 kilograms of fentanyl; 40 kilograms of heroin, methamphetamine, and cocaine; and over $2 million worth of cash, jewelry, and high-end vehicles.
