Man fined more than $100,000 over unlicensed management of Vancouver rental properties for “overseas clients”

      A man described as a chartered professional accountant and a notary public has been fined more than $100,000 by a B.C. regulator.

      Yiu Keung (Anthony) Ng was penalized for providing unauthorized rental management services for “overseas clients” who own properties in and around Vancouver.

      The B.C. Financial Services Authority on Thursday (December 16) released online details of the case involving Ng and his now defunct Kitsilano Management Ltd.  

      Documents indicate that Ng holds designations as a chartered professional accountant and notary public.

      However, neither he nor Kitsilano Management had a licence to render rental property management services in B.C. under the Real Estate Services Act.

      “Between 2000 and 2017, in his capacity as an accountant and/or notary public, Mr.Ng dealt with overseas clients who owned real properties in and around Vancouver,” documents state.

      Ng provided rental management services in “one or more up to 23 rental properties”.

      An investigation into Ng’s activities started when two tenants made complaints in 2016 and 2017.

      Faced with a probe, the man, in his capacity as sole director of his company, “withheld, concealed, or refused to provide information”.

      Ng winded up Kitsilano Management on December 31, 2017.

      Before doing so, the company received $50,000 from City 2 City Real Estate Services Inc. for its portfolio of properties that it had provided “unlicensed rental property management services between 2000 and 2017”.

      Ng’s total fine includes a $50,000 penalty.

      He is also to pay an additional penalty of $50,000 to “reflect a disgorgement of the remuneration” Kitsilano Management received for “unlicensed rental property management services”.

      Ng likewise needs to pay the costs of investigation in the amount of $3,440.

      Kitsilano Management used to operate at 200-1948 West 4th Avenue in Vancouver.
