In search of cleaner air

My neighbour's smoking is affecting my health. This is a non-smoking building, but how can that even be enforced? He used to go outside to smoke, but now it seems he just does it indoors. We're both home a lot, and judging by the smell, he's a pretty heavy smoker. It's been bad lately. I wish there were something I could do.

If you have security in the building, report it. It is security's job to enforce the policy.

And security? If I could afford to live in a building that had security, I'm sure I could afford to just move to get away from this.
