An abusive and racist Boxing Day outburst outside the Outlet Collection at Niagara store has resulted in charges of assault and uttering threats.

Patricia Zammit, a 51-year-old Hamilton resident, is scheduled to appear in court on February 3.

It's in connection with a videotaped incident in the parking lot.

In the video, a woman lunges at another woman filming the event and calls her a "fucking Chink". The woman also mocks the other woman's Chinese heritage by speaking gibberish designed to sound like a Chinese language.

In addition, the video shows her threatening to call police after the other woman tried to prevent being struck.

"She started it," the woman shouted. "She goes 'I don't know what a signal is.' You don't know what a signal is? Guess what? Even in China, they have signal lights."

Four months ago in the Vancouver suburb of Richmond, there was a similar racist tirade by a woman who got into a parking-lot dispute. Her rant was also videotaped but she wasn't charged.

Two months later, a woman in a Burnaby Shoppers Drug Mart shouted at staff for not speaking English. This incident was also caught on video.

In 2018, Hamilton had the highest rate of police-reported hate crimes in Canada, with 17 per 100,000 residents.
