the problem is, the music might actually be turned down and relatively quiet in their apartment but the bass will still travel through the walls and be noticeable (felt) by you... search bass traps and see if there's some way you can dampen it... bass is hard to stop.

My neighbour EVERYDAY sits in his Pearly white Infinity outside our window anytine from 11pm to 2am and thumps loud music. It drives me insane! I thought we were alone. Our windows rattle.

I had some really terrible neighbours who would party late into the night and play really loud music. Finally I decided to get even so I put my speakers face down on the wooden floor over their bedroom and left for work while a very loud symphony cranked right up would play for at least an hour. Curiously I had very few problems with them after that .....
