Should I call the police?

I'm legitimately not sure what to do here. I moved recently, and there's what appears to be a teenager and parents in the apartment below me. At first I thought this was just general teenage whining and noise (one time I heard him yelling "PLEASE! PLEASE, MOM!") but I'm not sure if something else is going on. There was lots of noise the other day at 5AM, and last night (after quiet hours) he was yelling "help me!" Over and over for a while and then "ahhhhhhhh!" I of course want them to be quiet, but I also am questioning what's happening. Should I call the police? It doesn't seem like there's a bylaw to handle this, but I'm wondering if more is going on here. Perhaps this is more than teenager bullshit (I say this with empay - I was a loud, whiny teenager once).

If you are feeling apprehensive about it, the VPD (or RCMP) depending on where you live exactly, both have non-emergency lines that you can call to ask what to do and they will ask if you want to file a complaint.

You can also call the Ministry of Children & Family Development non emergency line to ask them to look into it.

Let them handle it. That is what they are for. They have the ability to go into the unit and speak with the child. You do not have to be involved. Take notes of what you hear, when. They will ask.

That's exactly what you call the police for. It is their job to make sure the general public can love in safety. They will be able to enter the house because there is a report of someone in distress. Even is everyone is fine maybe it will make them aware that they're disturbing the peace.

Maybe talk to the Mom first....maybe the kid has development issues or nightmares.
