Government, at any level , never does anything in a cost effective manner. All they do is blow huge amounts of cash on bureaucracy and their inflated salaries.If anything taxes should be lowered and spending cut to all but essential services. The municipal gov't should be using our taxes for the basics like garbage pickup, water and sewage service and paving the streets.
